There is plenty of chatter that this policy will be taken seriously right from the beginning of non-league play. It would not be a surprise to see a match cancelled in the first week or two this spring as many of the policy violations have occured at nearly every match INWsn has been to the past few seasons. </p><p><i>Editorial Note: If you are a HS soccer spectator, I would highly suggest sharing this news and help police this at games. There are a number of top programs in this area known for unruly spectators, and abandoned matches in league play could hurt their records or result in home game cancellations if the IESRA decides that referees will not be sent to officiate at certain schools or for games featuring particular programs. </i></p><p>INWsn has obtained the policy that has been to all area referees and school administrators / coaches. The preceding list is not all inclusive.</p><p><br /></p><p><b><u>Here is the full IESRA Policy / Letter... </u></b></p><p><br /></p><p><b>New Policy to Address Irresponsible Behavior at High School Soccer Matches</b></p><p>One goal of the Inland Empire Soccer Referee Association (IESRA) is to help prevent physical and verbal abuse against referees within the soccer community.</p><p>As all of you are aware, the number of referees in the Spokane area has been unable to keep up with the increase of players and games. Our attrition rate far exceeds the number of referees needed to officiate games. This is not a soccer specific problem, but a sport wide problem throughout the country. Unfortunately, by far, the greatest reason for referees quitting is referee abuse (both verbal and physical) from spectators and team officials.</p><p>Since returning to the field from COVID, IESRA has noticed a significant increase in inappropriate behavior from players, coaches, and especially spectators. Many instances have occurred since the return causing more high school referees to decide they no longer wish to officiate. The reason given in almost all instances is it is no longer fun to officiate games due to the inappropriate behavior of parents, coaches, and players.</p><p>As referees, we have tools to be able to manage players, coaches, and anyone else listed on the roster and inside the technical area (verbal warnings, cards, ejections, etc.). Unfortunately, we do not have tools to effectively manage spectators other than stopping a game, attempting to have the problem spectator removed and possibly abandoning the match.</p><p>During the girls season this past fall, our association has had parents yelling from the stands, yelling from the sidelines, following referees to the parking lot to provide negative comments among other things. In none of these situations was an appropriate action taken by the school towards the offending spectators. All were allowed to be in attendance for the remaining games. Several of my current referees are refusing to officiate at certain schools because they don’t feel safe.</p><p>The IESRA Board and Instructors are aware that referees make mistakes. Referees are going to miss calls or make the wrong calls. However, the reactions of some spectators have been over the top, irresponsible and unacceptable. The IESRA Board believes if spectators cannot watch a game without berating the officiating crew, they should not be allowed to attend matches. Furthermore, the Board believes attending sporting events is a privilege, not a right. If you behave in an irresponsible manner, you should not be allowed to attend sporting events.</p><p>The referee is an integral part of a soccer match. Abuse of any referee will not be tolerated under any circumstance. </p><p>Purpose </p><p>This Policy’s intent is to eliminate physical and verbal abuse of referees and to adopt standard sanctions for improper conduct toward referees. It is never acceptable to abuse or negatively criticize a referee, verbally or otherwise, in any situation. IESRA will not tolerate any verbal or other abuse of a referee by any coach, player or spectator. This policy applies before, during and after the game at the soccer field and its immediate surrounding areas (including the parking lot). </p><p>Zero-Tolerance</p><p>Due to the rising number of spectator related incidents within high school soccer, IESRA has developed a zero-tolerance policy when it comes to referee abuse (verbal or physical). Effective immediately, any negative comment heard from the stands by any member of the referee crew (referee, assistant referee, 4th official) could result in the match being abandoned, no referees being assigned to a particular school, administrator required at the site, escort for the referee crew, or a combination of all previously mentioned consequences or any other acceptable consequence discussed by the IESRA, WIAA and school. The current practices by the school districts are ineffective and almost non-existent. IERSA has put the previously mentioned consequences into place for the protection of our referees. </p><p>The goal of this zero-tolerance policy is not to punish the schools, players, coaches or spectators, but to protect the referee crew from incidents that are becoming far too frequent.</p><p>For comments directed at the referee crew which are not Personal or Provocative, the referee will stop the game, meet with both coaches at the half-line, advise the coaches of the comment heard and let them know comments of this nature will not be tolerated. The preceding list is not all inclusive.</p><p>Parents and Spectators Seating</p><p>When bleachers are available, remain in the bleachers on the opposite side of the field from their team bench.</p><p>When bleachers are not available, remain on the opposite side of the field from their team bench between the centerline and the top of the penalty area and at least 10 feet from the touchline. It is strongly suggested schools without bleachers line a 10 foot spectator line extending from the top of the penalty area, 10 feet away from the touchline. </p><p>Parents and Spectators Expectations</p><p>Shall not make negative Personal, Provocative, or Public comments towards any member of the referee crew.</p><p>Shall not address the referee crew at any time including before the match, during half time, or after the match, including the parking lot.</p><p>Shall not make remarks to the referee crew or advise the referee crew to watch certain players.</p><p>Shall not make negative demonstrative actions or gestures towards the referee crew.</p><p>Shall not visually display any sign of dissatisfaction with a referee’s decision.</p><p>Shall never yell at the referee crew, including criticism, sarcasm, harassment, intimidation or feedback of any kind before, during, or after the game, including the parking lot.</p><p>Any violation of just one of the above-mentioned expectations is grounds for the referee crew to abandon the match.</p><p>IESRA will continue to monitor this policy and reserves the right to add/amend/replace any or all of the Policy IESRA sees fit in order to protect referees.</p><p>A plea of ignorance to this policy will not be considered. If ya all know me, I tend to stay a neutral figure and don't usually partake in sharing my thoughts and opinions on a public stage, but I feel I must in this situation. - WHAT A JOKE!! </p><p>As you will see in the images above for the full lists of players honored throughout the state, the WSSCA has a rather obvious disclaimer on all of the lists that states - "Note: If you are not seeing your school represented, it is due to the coach at that school not responding to email or participating in the process." </p><p>That's speak for, 'hey, a lot of coaches of top teams never replied to our email(s).' To some extent, I can relate to that frustration having done INWsn now for many years trying to get scores, info and possible Best XI picks (especially for defenders) from area coaches. </p><p>But GIMME A BREAK! I have an extensive history doing Best XI type awards going back to the turn of the century having worked at USL and doing nationwide Teams of the Week and season awards. Sometimes, you just need to be creative to fill in the gaps. Let's just list a few places the WSSCA could have grabbed some names from...</p><p>- Scoring summaries from state playoffs</p><p>- Scoring tables from the leagues</p><p>- THE ALL-LEAGUE LISTS from each league!! (they ALL do them)</p><p>Yea, the All-League lists... duh. Let's face it, the system - as I expected and learned is very much like - is probably one of those lists where the finish of the team (or round reached) dictates how many players from said school are recognized and they just put in whomever the coach recommends and filters it on down the second team and honorable mentions as needed. And if they are solely going by team finish in the state tournament, these arguably should be referred to as All-State Tournament Teams.</p><p>So if all you need are names of the top players from programs that have not replied... well, nearly every state tournament entrant is going to have 3-5 top players on their league's end of season awards and tiered to boot! </p><p>Honestly, how do they not even put every league's Most Valuable Player winners on these lists - that oughta just be automatic, which as you'll see below is shocking itself. </p><p>And it is not like they did not have time to request or research these league awards - they unveiled the All-State honors February 15 (per the Facebook page). State Finals were November 19. </p><p>November 19... Guess what? I did a little asking around and it turns out, whomever is in charge of creating these lists, did not reach out to coaches til mid-January. TWO MONTHS LATER!... And the coaches - who are fully in offseason - were only given a week to respond. Also heard that some coaches were not even contacted in past years despite their teams making the state tournament, which is prevalent in the process as noted above. </p><p>Shaking my head. </p><p>Now, I won't give 100% of the blame to the WSSCA. Coaches and league admins need to be looking out for the players they represent in their program and league with follow-ups or submissions of those league awards just in case. But the significant burden of making sure these lists are correctly representative lies upon the WSSCA... otherwise, don't do them. </p><p>When it comes down to it, these lists are abysmal. ALL THREE Offensive MVPs of the area leagues were not included... just makes you shake your head. The recipe seems to work well for them... as it was the same result Saturday against league foe Mead, earning an unexpected spot in the district final and a berth to state. </p><p><br /></p><p>It was one of three shootouts on the day. Moments after going down in a tackle Kate Christian got the ball for the visitors, turned and fired for the opening goal just minutes into the second half. Gonzaga Prep pushed and pushed looking for the equalizer that finally came with minutes remaining. Initially stymied by a defender at the right corner of the box, Grace Kalua regained possesion and cut inside, eluding that defender and an incoming second to enable her to dish it off to Erin Ewers. Ewers' first touch to the inside got away from her, but the defender was unable to hold possesion as she challenged her for it, switching it back to her right foot for a perfect shot that curled away from the keeper into the far side netting. They nearly claimed the win in regulation with a couple minutes remaining when a powerful Ewers was zipping in under the bar, but the keeper stabbed her hand up just in time to send it off the frame instead. In the shootout Mia Lewis came up big with a save on the opening attempt, and again in the third. The hosts responded not too much later with an Ayanna Tobeck shot off the keeper's hands in the 15th and claimed the lead five minutes later when a through ball put Abbi McLellan onto goal. The star striker did it again on a long ball four minutes before break to push the lead to two for the Eagles. In the second half, though, the visitors clawed back into the match, scrapping for every ball and it proved crucial. Freeman standout Makayla Werner took the game in her hands, first finding Aubrey Gregory for a nice one-touch finish into the upper corner from about 18 yards to pull within one. Then, well, she left everyone on the pitch speechless. She claimed the ball deep in their own end not too far from the box and proceeded to drive the entire length of the field past several Lakeside players before firing from about 14 yards out. The Lakeside keeper did well to stop the effort, but the rebound fell right back to Werner, who promptly buried it into the empty net to even matters. She nearly won the game in regulation on a penalty with 10 minutes left only to see the ball soar past the upper right corner. The young squad featuring seven freshman starters went into overtime with belief and midway through the first period found the winner when Werner dished the ball to Alena Cochran near midfield. Then on Tuesday, the Tigers were, however, the lone side to falter in five matchups between the two leagues, including a three-game sweep among the 3A contingent that has an all-GSL semifinal setup that guarantees at least two will be headed to state. </p><p><br /></p><p>And the night was full of drama as well. Mt Spokane, though, responded by pushing the lead back to three. The first was great play that started from a run by Mia Gibbs up the middle left before she dished off to Bre Koscielski for a cross that Addi Emonson deftly nodded home. Cami Hattenburg created the second by dispossessing a defender for an easy cross through the six to Karlee Whitehead at the back post seven minutes later. Just days after pulling even with West Valley, Clarkston was upended in Pullman by the Greyhounds. Though no game has been a gimme this year virtually anywhere (next game of topic prime example), Thursday's slate of East Valley for WV and Shadle Park for Clarkston - both home games - seems a pretty sure thing to see West Valley finish alone at the top. </p><p><br /></p><p>As for the other surprise on the night. While Deer Park finishing with a sweep of the other NEA elites - Lakeside and Freeman - was not a shock given the previous results, the manner in which it occured was a tad surprising. The day started with North Central making a big comeback to earn its first win in a shootout and finished with a late-running shootout decision between the top two sides that fell in favor of Gonzaga Prep. </p><p><br /></p><p>In between that Cheney bounced back from Monday's defeat with a Mansfield-to-Miller hat-trick in a thumping of Lewis & Clark, Ridgeline topped Ferris and Mt Spokane made it a northside sweep at Central Valley, following up Mead's 2-0 road win Monday with the exact same result against the Bears in the valley. </p><p><br /></p><p>And if that final result seems odd... well, it is. In doing a bit of research, back-to-back losses is extremely rare for CV, especially by more than one goal. Going back through 2010, they had only lost back-to-back on five occasions and three of them included a shootout decision (2019, 2015 playoffs and 2010 season openers).
